I was placed at first place for youth transitional housing program around April 2020 in Solano County, CA I was placed with a roommate who was experiencing domestic violence the roommates abusive boyfriend was living in the apartment you was physically, emotionally, & verbally abusive. Often hitting her, throwing objects, screaming, slamming doors & destroying property.

I was unable to escape the abuse due to the pandemic stay-at-home order which caused me to be further isolated worsening my mental health. I repeatedly asked first place for youth to provide me with a safe place to live but was refused I reported the unsafe living situation to multiple individuals but was ignored & forced to live in an unsafe environment for over a year. During this time the program also failed to legally report possible child abuse when the roommate's pregnant sister was leaving her newborn child alone in the dangerous home as well when the abuser was present. The California foster care Bill of Rights states all Foster Youth have the right to live in a safe, healthy & comfortable home free from any physical, sexual, emotional, or other abuse First Place for Youth violated my civil rights & are guilty of emotional abuse & failure to protect my safety I am looking to hold them liable for violating my rights & bring charges against the organization & individuals with the crimes committed against me & obtain financial restitution for my pain & suffering related to my emotional distress which has caused me to be diagnosed with PTSD.

This went on for over 12 months so I ended up spending the whole pandemic on lockdown and forced to live with traumatic experiences in fear of my safety especially because my roommate worked the night shift & I was often alone at night with the abuser living in the apartment despite rules not allowing other guests to be living within the program despite the multiple rules she was breaking they refused to kick her out even if to assure my safety or to enforce their own policies which also resulted in financial losses for me due to her boyfriend & pregnant sister living in apartment I was paying increased bills in the PG&E they would waste and leave on lights, the boyfriend was unemployed & played video games all day and was occasionally selling drugs out of our residence, all while my roommate was never paying her half of the utilities despite being a requirement per housing and having no interruptions in her hours or wages since her job was still needed and essential and even after receiving an extra stimulus as a Foster Youth she paid absolutely zero dollars for the entire once she realized I would pay my bills on time she took advantage of me and basically intimidated and bullied me and once I finally moved out I still had to inform staff members that I could not take my name off of the bill because the bill was overdue over $600 all of it was her balance to the cents exactly and instead of having her take responsibility and pay the amount that she owed they decided to pay her bills for her on a company credit card and I was out of almost $800 and she didn't have to pay a cent despite having a job despite me having to get a seasonal job just to pay my bills even though the CDC recommended people with certain medical conditions that I had stay-at-home I was still working just to pay my bill that was 3× the amount of people who should have been living in my house to begin with she ended up using me to ruin my name & credit & losing tons of money that I could have used once I left the program & became homeless because they didn't in anyway do their jobs or help me with any skills or support services they actually made my exit worst by allowing her to ruin my only credit history going into finding independent housing with no family support & struggling with homelessness for over 2 yrs afterwards They just allowed none of the rules to apply to her why I sat & suffered in actual isolation while begging for help then was forced to be financially liable for other people & decisions that I unfairly had to solely pay for that also resulted in me suffering from PTSD, sleeping, & mental health problems all while they got paid to work from home with their loved ones & family present & just ignored foster youth abuse and new born child exposure to domestic violence & abuse oh and I'm pretty sure majority of them still have their jobs too no type of consequences or accountability or even some type of required retraining despite breaking almost all of the rules and things I agreed to in their housing program contract I tried multiple times reporting to everyone by filing a police report, complaint with the Foster Care Ombudsman, multiple lawyers, civil rights dept. and no one cared or did anything to help me get justice because I don't matter

  • Staff dont perform regular checks or required meetings or any duties
  • Staff members will allow rules to be broken without consequences including illegal and unsafe actions
  • Inconsistent rules breach of contract and programs agreement and violations of the foster care bill of rights laws
Cons:
  • No one will even help or properly investigate claims of abuse
  • You will be required to pay for bills out of of your pocket that other clients are allowed to not pay at all and ruin your credit history by refusing to pay over 600 in overdue payments then lie about it
  • Relation if you complain about safety concerns or try to report violations

Preferred solution: apology staff punished for breakin the law ignorin abuse & job duties resistution for rights violated emotional abuse medical services for PTSD Payment for bills req. to pay but not req. for others resultin in ruinin my credit for bill overdue $600
