They don't refund my fare money to my account

This agency told me I can't get my refund, only flight credit. 2 months ago, when Australia announced openning for tourists, I called them and they told me I can get my refund but with $50 processing fee. i did pay that processing fee, and I have been waiting for 6 weeks without any words from them. i called, called, email, fb's messages ...
many times but they don't reply at all. I think they are scam.
