Etime system willow grove pennyslvania hires illegals Elvira velez

Beware watch out for Philladelphia based information technology company etime system they are employing illegal undocumented workers. I currently know fo at least three of them that are working without papers. this company has a history for compalaints and disobeying laws. Below i would love to show you some links to there stuff.

I hav heard compalints illegal works not paying taxes not have buinsses licenes to transfer money ect. Dont trust etime system i think there a scam and unecthical

violation of the act popularly known as the Money Transmitter Act, 7 P.S. $6101 et. seq.

(LL'MTA").

E-Time denies that its actions violate the MTA. The parties to the above-captioned

matter, seeking to resolve this matter amicably! in lieu of litigation, and intending to be legally

bound, hereby stipulate to the following information and agree to the terms of this Consent

Agreement and Order ("Order").

BACKGROUND

. .

1. The Department is the Pennsylvania state govern&ntal administrative agency

authorized and empowered to administer and enforce the MTA.

2. The Bureau is primarily responsible for administering and enforcing the MTA.

3. E - Time System, Inc. ("E - Time") is located at 37 York Rd.,Willow Grove, PA

1909*-341 *.

4. E - Time is not licensed as a money transmitter in Pennsylvania pursuant to rhe

provisions of the MTA.

5. E - Time was accepting money from consumers to participate in E-Time's

express bill payment program,

6. On October 16, 2006, the Buieau contacted E - Time to ascertain the nature and

extent of its activities.

7. E - Time disclosed lo the Bureau that it operates a system that allows the transfer

of money from Pennsylvania consumers, through E-Time's agents, to bill payees such as

utilities, cellular phone service providers and other retail establishments, in exchange for a

system processing fee.

8. E - Time voluntarily ceased soliciting ncw agents and ceased all other operations

when the Department notified it that it was investigating its possible unlicensed activity under 1~

16. E - Time has been cooperative with the Department by fully disclosing its

activities to the Department.

Section 2 of the Money Transmitter Act provides that,

No person shall engage in the business of transmitting money by means of a

transmittal instrument f i r a f i e or other consideration without first having

obtained a license from the Department of Banking nor shall any person engage in

such business as an agent except as an agent of a person licensed or cxempred

under this act.

7 P.S. 46 1 02 (emphasis added).

18. The MTA defines a transmittal instrument is "any check, draft, personal money

order or method for the paynle~t ofmoney or transmittal of credit. . . ." 7 P.S. $6101 (emphasis

added).

19. The Department believes that E - Time's bill payment service is a "method for

the payment" of money through its agent to bill payees on behalf of ~ e n n s ~ l v a ncioan sumers

and, thus, is a transmittal instrumentas defined under the MTA.

20. The Depaitment believes that by transferring Pennsylvania consumers' monies

from its agent to a bill payee for a fce, E - Time is engaging in the business of transmitting

money by means of a transmittal instrument under the MTA.

21. The Department alleges that E - ~ i m ies engaging in the business of transmitting

money in Pennsylvania although it is not liccnsed to do so.

22. E-Time denies that its actions constituted money transmission as defined by the

MTA.

FINE AUTHORITY

23. The MTA provides, in relevant. part, that "[alny person, whether licensed or not

licensed under the provisions of this act, or any director, officer, employee or agent of any such

person, who shall violate the provisions of this act or shall direct or consent to such violations

shall be subject to a fine levied by the Department of Banking of up to two thousand dollars

($2,000) for each offense." 7 P.S. 5 61 16.

IOLATION

24. The Department alleges that by transmitting money for Pennsylvania consumers

from its agent to bill payees without a money transmitter license, E - Time is in violation of

Section 2 of the MTA.

25. The Department alleges that by transmitting money for Pennsylvania consumcrs

from its agent to bill payees without a money transmitter license, E - Time is in violation of the

Bank Secrecy Act. (3 1 CFR 103).

. 26. E-Time denies that its actions "iolated the MTA, the Bank Secrecy Act or any other

relevant law, regulation or statute.

27. E-Time alleges that it sought guidance from the Department of Banking in May of

2007 regarding the lavdiulness of its services and fees.

RELIEF

28. &. Within thirty (30) days of the Effective Date of this Order, E - Time shall

psy to the Department a fine in the amount of $2000. Payment shall be remitted by certified

check or money order and made payable to the "Department of Banking" and shall be sent to the

attention of Non-Depository Institutions, Bureau of Compliance, Investigation and Licensing

located at 17 N. Second Street, Suite 1300, Harrisburg, PA 17101. 26.

29. Corrective Action. E - Time shall refrain from engaging in the activities described in

paragraph 7 above, until it has consulted with the Department of Banking and developed a

business plan consistent with the Department's interpretation of the MTA and Bank Secrecy Act

and will seek solutions that are accepted by DOE and E-Time within 60 days.

30. Withdrawal. The parties enter into this Order in resolution of the matters raised in the

Cease and Desist Order, docket no. 0903 15 (ENF-C&D) and the Bureau withdraws that Ceasc

and Desist Order by execution of this Order.

FURTHER PROVISIONS

3 1. Consent. E - Time hereby knowingly, willingly, voluntarily and irrevocably

consents to the entry of this Order pursuant to the Bureau's order authority under the MTA and

agrees thar it understands all of the terms and conditions contained herein. E - Time, by

voluntarily entering into this Order, waives any right to a hearing or appeal concerning the terms,

conditions andfor penalties set forth in this Order.

32. Publication and Release.'The Department will publish this Order pursuant to irs

authority in Section 302,A,(5) of the Department of Banking Code. 71 P.S. 4 733.302,A.(5).

33. Entire Agreement. This Order contains the whole agreement between the parties.

There are no other terms, obligations, covenants, representations, statements, conditions, or

otherwise, of any kind whatsoever concerning t h i s Order. This Order may be amended in

writing by mutual agreement by the Bureau and E - Time.

34. Binding Nature. The Bureau, Gil Barzeski, E - Time, and all officers, owners,

directors, employees, heirs and assigns of E - Time intend to be and are legally bound by the

terms of this Order.

35. Counsel. This Order is entered into by the parties upon full opportunity for legal

advice from legal counsel. .

36. ~ffectiveness: E - Time hereby stipulates and agrees that the Order shall become

effective on the date that the Bureau executes the Order ("Effective Date").

37. Other ~nforcemenAt ction.

(a) The Departmen1 reserves all of its rights, duties, and authority to enforce

all statutes, rules and regulations under its jurisdiction against E - Time in the future regarding

all matters not resolved by this Order.

(b) E - Time acknowledges and agrees that this Order is only binding upon

the Depmment and not any other local, state or federal agency, department or of'1;ce

regarding matters within this Order.

38. Authorizati~n". The parties below are authorized to execute this Order and legally

bind their respective parties;.

40|. Titles, The titles used to identify the paragraphs of this document are for the

convenience of rcfcrcnce only and do not control the interpretation of this document|.

WHEmFORE, in consideration of the foregoing, including the recital paragraphs; the

Bureau and E - Time intending to be legally bound do hereby execute this Consent Agreement

and Order'.

I am from The Payment Center in Talladega, Alabama. We have been accepting bill payments for walk in customers for 3 years. We currently service over 2500 people in our community. Several months ago, we received a solicitation from E-Time System to let them be our electronic bill processor for a substantially lower rate, and promised better customer satisfaction and service.

We implemented their program, and soon thereafter we started having problems with payments being posted. Our reports were screwy, the girl who ran our office, found another job, and left things in quite a mess.

When we started going over the accounts, we discovered that there was money missing, our first inclination was that the girl who worked for us stole money. But after looking at the evidence, we found that E-Time System was duplicating serial numbers, incorrectly adding payments up, and withdrawing too much money from our account. They had set up a password on our computer so they could access it at any time.

We immediately cut them off and refused to fund them any more. As a rebuttal to us cutting them off- THEY BACKED OUT OF CUSTOMER PAYMENTS!! tried to extort more money from us, and threatened that if we didn't send them more money, they would cancel customer payments, and laughingly said, "You might as well shut the doors, people are going to come into the office and they are going to be so mad". He even called the current subleasor of our business and told her she better not take the store.

People have been coming into our office with paid receipts from E-Time System, but their money had been backed off, CEO Gil Bareski had taken his RPPS MasterCard terminal and starting voiding customer payments in an attempt to shut The Payment Center down.

I don't know how many people have been hurt by this. But no matter what kind of dispute someone has with another business, you never hurt the consumer. This man has not one professional bone in his body, and I would like to warn BOTH businesses and the general public about this company.

They also own OmniComp, and PrePaid Star is one of their other lines.

If any one in the greater Philadelphia area or on the net has been contacted by Gil Barzeski or E Time System , take your Buinsses else where . This company is not very reputable at all . Over the years on the net there have been many unfavorable complaints about them , they dont have a licenese to transfer money in the state of Pennsylvania , this company is not a member of the Bureau of Better Buinssses , numerous clients have filed complaints about theft , the owner is known to be a menance and constant harraser. Well its your choice if you want to invest with them , but when all goes wrong and you get *** service , lost money , and are harrased you were warned about etime system .

Never trust etime system and gill barzeski he is a small time crook that will try to steal from you blind and will get mad if you call him out. Stay far away from etime system you will only lose your hard ear Ed money etime system is a scammed

Yes I totally agree with you there x on mr gill barzeski being a crook. .

I decided to sign up for his services. . However after using his system I was contacted by my credit card fraud specialist team , to be told that gill barzeski was stealing my funds . I confronted him and threatened to raise he'll.

And he quickly gave back the 5000 dollars he stole. In my opinion gill barzeski is a small time crook that needs to be put in his place

I worked for this company, and it is basically company policy to rip off as many customers as possible. Its engrained in the culture of the company. The owner, Gil Barzeski, is a theif and I have personally witnessed him debit/ACH his customers accounts knowing full well that they didnt owe us anything.

All of the employees are rude, and either have an IQ below 50 or are foreign immigrants you cant understand.

He is also violating PA law by processing bill payments (money tranfer) without a license.

I would stay faaaar away from these guys if I were you, I know from experience.

Gil Barzeski called me today through SKYPE in a harassing manner. His company ripped us off in 2005.

This report is a relief!

Thank GOD, HOWEVER, he is still operating via his website, etimesystem.com- and is still trying to get people to use his services! When will they be shut down permanently??

E-Time System has disgusting customer care

Hello my wife who is spainish called E-time System and was very upset at there terrible customer service. A representitive name Elvira spoke to my wife about the service offered but was very disrespectful to my wife.

WHne my wife ask about how E-time system was in court for not having license to transfer money she was meet with hostility and Elvira hung up. My wife had to callback several times all she wanted to know was if she was a customer would E-Time System be a legit company. The service rep acknowledged that E-time system was under investigation for this and know they in court . However when my wife Maria asked to speak to a supervisoer Elvira was definiant and would not let her speak to someone of higher authority and hung up.

Finally after relizing Elvira was immature and couldnt appoligize my wife decided to consult me as i was out of town on a funeral.

I am very protective of my dear wife and expect her to be treated with the most respect ever. How ever E -Time was unable to show her respect. I heard of this company by a few firend and after she said thsi i found disturbing things about them.

Here take alook at there recent court case . As this is note slander facts are facts and this is public information that is easyly availble and free for all. Well if any other people have had problems with this hole in the wall company that acts like big shots please make comments. All comments are welcome.

As my wife will be calling and expecting a full apology from Elvira , the service rep.

As for Mr. Barzeski i hope this rude employee has not been like this to any other potenial clients

Read all complaints put up. They do NOT have a favorable rating from the BBB in PA.

They have moved onto other services which include selling computers under another business name.

If there is a link to other law suits, please show us. No one should have to be put through the type of "wise guy" attitude from a business man.

How does he stay in business, and with a facebook friend who works for the Treasury Dept in the software dept. no less!
