Scammed on their website - no help or assistance

I made a purchase on Ebay worth 520 euros. The person who received the money never sent the item, he also scammed other people. Closed his account and now no one can help me find a way to get my money back. Does Ebay even care? I cant go to the authorities since I dont have enough information.
