Most unorganized n helpless.. 5 times n 8 phone calls n still haven’t been able to get my identification picture taken or anything else :( very frustrating and completely unprofessional service

A few months ago, shortly after relocating from Maine, I lost my wallet. Inside it was my Maine driver's license and every form of identification I had.
Since then, I have had no photo ID at all. Over the past few months, I have visited the Plattsburgh DMV five separate times.
Each visit resulted in different instructions about what documents I needed. On my first visit, I was told I needed my birth certificate, then driving report, etc.
