I found Josh M Liam on a Facebook group, someone recommended him for successfully recovering hacked Instagram/Facebook accounts (account recovery services). My Instagram account got hacked on 27.07 and the hacker tried blackmailing me, but I've blocked the number immediately.
I was so scared the hacker would access all my accounts, so I immediately looked for help. I tried verifying my account but didn't succeed, as the hacker had changed my email and phone number. Josh M Liam promised he would recover my account within 15 minutes. He asked me to pay a $40 fee through PayPal so he could analyze my account.
I found it strange that he refused a PayPal Purchase payment and insisted I pay as Friends and Family, because he would receive the payments instantly in this way. I believed him. Later on that day, I kept receiving emails from Instagram support, I thought it was really from Instagram where he asked for an extra $80 to secure my account, then an extra $100 to remove the hacker's 2FA authentication and in the end he wanted $150 so he could secure my account and change my password. I paid $80, then $100, saw nothing he wrote in the emails like the code he sent or the email where he said he changed my password worked.
Then I realized the emails were sent from a Gmail address that had the Meta logo on it. The PayPal account was under a different name called Ashley Tagnani, Josh explained that it is the software name. I refused to pay the $150 and asked for a full refund as nothing he promised worked, my account was still hacked, I couldn't log in. All day he kept saying I had to pay $50 instead of $150 and he promised he would recover my account, the last step he said.
I reported him on Paypal and even asked the bank to cancel my card. That night he insisted I pay the $50 to a different account called @sweetkate21 someone called Kati Helms on PayPal. I transferred $50 to this person as friends and family, again as he requested. Hours later he said his software rejected the payment and I would get a refund within 3 working days.
He insisted I make an instant payment to Ashley Tagnany again, $50. I told him I would rather wait for the refund, it's been a week and no refund was made. I contacted him again yesterday, as my bank and PayPal refused to help me and he insists I pay him $50 to get a full refund. In the meantime, I managed to get my Instagram account on my own (watched a free YouTube video) and cleared my cache so Instagram allowed me to verify my account through a selfie.
The next day I got an email from the real Instagram team, where I reset my password and got a backup code that worked. None of what Josh did helped me even get close to recovering my account. I paid including all the PayPal fees, around $283 for a service I never received. All I have are the transactions, the emails, and the messages on Facebook that I received from Josh.
In the end, he refused to give me a refund.
I asked several times as PayPal advised, but no success. He kept telling me I have trust issues and his service helped many customers recover their accounts.

I did hear from them but sadly they couldn't help me with this issue and looks like nothing else I can do but they where very nice and respectful
