Dealer CERTIFIED work was done but never did work

I bought my 3rd NEW Hyundai from *** Smith Hyundai (all within 11 months) and 6th NEW Hyundai altogether. On 17 April 2017 on Invoice Number 223616 *** Smith Hyundai of Greenville, SC CERTIFIED that all work was done (problem with trunk car had 656 miles on it and they were supposed to apply First Place Finish at no cost to me).

When I complained to the General Manager and the Business Manager on 10 November 2017 that the First Place Finish ONLY repelled water and was not protecting against stains, he then claimed that I NEVER paid for First Place Finish. I then showed him Invoice Number 13735 dated 4 April 2017 where it stated in my contract that this was given to me at 00.00 cost. On 17 November 2017 I quote what the dealership stated "On behalf of servicing dealer, I hereby CERTIFY that the information contained hereon is ACCURATE unless otherwise shown. Services DESCRIBED WERE PERFORMED AT NO COST TO OWNER." In the middle of this invoice the following is listed that needed to be done.

" Failure in switch NPF after repair B Needs FIRST PLACE FINISH WHEN DONE 8888 Misc (N/C)". So if they CERTIFIED that this work was DONE and NOW tell me this work was NOT done, how many other of their INVOICES THAT I PAID for maintenance was the WORK NOT ACTUALLY DONE AND THEY CHARGED ME FOR THE WORK?

If you CAN'T trust when a dealership "CERTIFIES that the work was done and that all information is ACCURATE" how do you know anything they say is correct? I would NEVER recommend a dealership that CERTIFIES the work was done and then when a problem arises tries to say the work was NOT done to get out of fixing a problem that they created!
