I am addressing this issue through a consumer site because government organizations like to refer to us, the public, as customers.
So:
The San Diego Health and Human Services (SDHHS) administration just does not give a (insert expletive) about the welfare of people that they are entrusted to be responsible for.
I was told by SDHHS that they will do nothing to correct the mailing address for a San Diego resident that is crying out for medical assistance, to assure that this person receives the necessary help.
Incompetent or just slothful, the SDHHS refuse to verify and correct the mailing address of this Medi-Cal applicant.
What happened:
Medi-Cal application responses have been regularly sent to my address for a person not living with me. The documents have been correspondence between this person and SDHHS.
It would seem that the correspondence has only been one way, since SDHHS is replying to the wrong address.
Considering that someone in San Diego might be suffering because of SDHHS incompetence, I reached out to SDHHS for them to investigate and correct.
I ended up speaking to 4 SDHHS representative, 2 on the phone and 2 in person. The 2 on the phone directed me to simply throw the incorrectly addressed correspondence in the trash. This correspondence from SDHHS, has my address under someone else's' name, reviling personal information. SDHHS told me that there is nothing that they could do to ensure that his persons' information is not exposed to the general public.
When I pressed for a proper resolution, the SDHHS representative on the phone sent me to a SDHHS trailer in El Cajon.
They assured me that only the occupants of this trailer can make the correction in there system.
The 2 at the trailer also refused to correct there files. They claimed that to instigate a mailing address correction, the owner of the application has to contact SDHHS and let them know that SDHHS is mailing him/her, using the wrong address.
Which he/she would know nothing about, because they never receive a response from SDHHS.
I ask the competent and the responsible, how does an individual whose records are being intentionally misplaced by SDHHS come to know that.
In todays world, I would be willing to bet, that when this persons' original Medi-Cal application was created, it contained phone numbers and email addresses as well as a social security number and an ID number. Multiple avenues that the staff at SDHHS can at least attempt to follow to contact the Medi-Cal applicant, to ensure proper mailing (now that I have informed them of there mistake), instead of pretending a problem does not exist, and telling me to simply throw the letters from SDHHS away if they are incorrectly addressed to me, again and again and again and again and again and again.

Verified ReviewerThis Department Is Dysfunctional And Lazy Reps Need To Be Fired
I called this department twice and waited 30 minutes each time to ask an important, timely question. Each time the lazy, unprofessional rep said nothing and just disconnected the call even after I said hello, can you hear me?
I got the distinct impression these reps are just checking a box to meet a quota and not doing their job for the county, city, state and customer. One is an event, two is a trend, so I believe this is just a dysfunctional department filled with dysfunctional workers who want a paycheck but don't want to do any work. These calls happened circa noon on March 14th. I then was told to call a few numbers to file complaints, and yet this too was dysfunctional including the grievance line including a message that the caller cannot leave a message because the voicemail for that rep has not been set up.
These people and agencies are set up to assist the customer, not themselves. I hope the right agency personnel and AG's office read this and fire those responsible for the irresponsibility, lack of professionalism, laziness, and overall dysfunction. My impression of San Diego has dropped a lot because of the dysfunction with the county agencies. San Diego likes to think it is America's Finest City, but no way, not even close.
On the outside, maybe, but once you understand how this place works including cancel culture, lack of responsibility, lack of accountability, laziness, unprofessionalism, and overall sloppiness you quickly learn that San Diego has a long way to go to be even a respectable city. Sorry, but this comes from first-hand experience too many times.
San Diego's County Access Health Department needs a total overhaul with caring professionals installed who are held accountable and released for not serving the public for which they are charged and paid. Get rid of 'em if they don't want to do their job, they're just bums.

- Reps who hang up once call connects
Preferred solution: Reps need to answer phone and not hang up on customers upon call connect, which comes across as lazy, sloppy and unprofessional. These reps should be held accountable, replaced and fired as needed.

They were in charge of ERAP and did a horrific job. They did not return calls or emails.
Reasons for denial were 1-13 vague and never explained why the denial. I have 3 tenants who met all criteria for assistance and it took them almost a year to deny. Legit in need tenants with legit landlords. If they did not have the specific exact document requested DENY.
Did not follow the guidelines at all and thus denied an entire segment of the population.
They were really bad and it was a horrible experience even for the 22 that did receive assistance. This program is tainted and shame on you.
- Every single aspect of this agency and its horrific staff
Preferred solution: Formal complaints filed and an independent review of applications that ARE AND HAVE BEEN DEEMED ELIGIBLE MULTIPLE TIMES.
