Located between Dallas and Fort Worth, Texas, Irving is the home to numerous national and world headquarters for major corporations. The city is accessible via four major state and interstate highways. Irving has the population of 212,000. And Irving Police Department is one of the institutions which are intended to protect order and peace in the city. 542 employees of the police department are committed to the philosophy of community based policing and providing the best possible service to the citizens of Irving. Prior to 1940 Irving did not have a paid police force. Just one man, Frank Pate, acted as Constable, City Marshal, and Night Watchman. The first paid patrolman in Irving was George Smith, who was paid by donations from businesses and citizens. In 1942, the Irving Police Auxiliary was formed, and the City Council passed an ordinance granting a charter for these volunteers to become Irvings first reserve officers.
