Golf Classes (City of Diamond Bar)

Whoever gives a... I signed up for Golf Classes on that started Monday March 18, 2013 on City of Diamond Bar's website. I showed up the first day at L.A. Royal Vista and there was NO instructor present on the driving range. There wasn't even a sign. I called City of DB on Monday March 18, 2013 around 6:10-6:15 pm to see what the status was and I was told I would get a call back from the City of DB to inform the students about the status for next weeks class. And to also contact the instructor to see what happened. I never received a call from the City of DB or the golf instructor during that week. So I called back on Monday March 25, 2013 to check on the status for that nights class. I was surprised to learn that nobody at the City of DB knew anything about a missing golf instructor from the previous week. I was told that the instructor would be contacted immediately and I would receive a call back from him or someone from the city. I did not receive a call from either. Instead I receive a voice message (not a call) from Jeff stating that classes would continue that night and that he apologizes for the mix up and mis-communication (What!?! I was at the right place at the right time and I read the time and location correctly). Jeff said Steve would be the instructor for the class and to meet him at the driving range at the same time as the previous week. I show up to L.A. Royal Vista before the 6pm start, and NOT to my surprise, there was no instructor or anything that resembled a class. $87 a person and a sign can't be supplied that states "City of Diamond Bar Recreation Class Meets Here" ? I call Jeff around 6:05 pm from the golf course and he does not answer the phone. I leave him a message saying that I'm leaving so don't worry about calling back. I doubt he would of called back even I did want to speak with him. Now I have to wait 2-3 weeks for a check refund. Or I can have a credit for another class. Really? I signed up for this class because I live in the area and I know others who take classes here. I'm sure there was a lot of confusion so until things get organized, Ill let my friends an neighbors know about this experience. That barely describes my frustration,
