Took my money and delivered nothing

For the first time in my life, I decided to try a newspaper delivered to my home. The $78 for a year of the Sun-Times' Sunday-Only home delivery was instantly charged to my bank account and placed into a Sun-Times account.
The confirmation email stated that delivery would begin in 1 to 2 weeks.
I ordered on Jan 11...since Jan 14 would be a Sunday, I figured I should receive my first paper by either Jan 21 or Jan 28.
Both of those days came and went, no deliveries were made (I have a home security system), but I noticed my account was already charged for 2 newspapers. I called on the 29th and was told two already went out. When I told the rep I had received nothing, rep told me that they can't credit it, but they can have the two missing papers delivered next day (Jan 30th). Reason: I should have called each morning when a paper isn't received, because Sun-Times doesn't know if papers are delivered or not unless I call to have it redelivered same day.
I was appalled that they would blame this on me, and I wasn't interested in having to read 3 Sunday newspapers the next weekend. So, I cancelled the paper, asking for a full refund, and was told it would take 4-6 weeks to return funds to the same payment method. A few days after that, I received an email stating that Sun-Times' policy states that unfortunately there are no refunds, even tho I cancelled before ever receiving a paper.
My time to dispute a merchant charge for non-receipt is limited to 60 days, so I did a chargeback - and only got $73.50 back - Sun-Times actually kept my money for the two papers they know they never delivered! Never again, what a scam.
