Refusal of Cosmetology License Reciprocity

I spoke with several employees who claim my certification letter was not received from Austin, Texas, even though I have spoken with Texas cosmetology and they verified sending the letter on December 29, 2020. Then I called Texas cosmetology, again, and had them email my certification letter to barbercosmo, which they did free of charge and while I was on the phone with them and even sent me the same email to show me what they had just sent.

Called barbercosmo, again, to inform them of this and they told me they still had nothing from Texas cosmetology. On 01/28/2021 I mailed Texas another $15 to mail another (3rd time) certification letter to barbercosmo and they are claiming they have nothing from Texas. I will be mailing another $15 money order to Texas to repeat this insanity. I have asked if I could physically come to their office but of course COVID-19 conveniently gets in the way of that.

I want to also mention that one of the many employees I spoke with regarding this situation actually told me she could see my certification letter on her computer and was taking the next step to get my license approved. I don't know what else I am expected to do, please advice?

I have been out of work due to California barbercosmo negligence and complete lack of care. I am now contacting the attorney general and BBB about this negligent institution.
