Not a good company to deal with

I had a ceiling repaired in a condo that I rent out. I hired the same painter that my renter hired when she had the walls painted.
She was not responsible for the ceiling due to water damages on the ceiling. The owner, Bane did what was a terrible job on the walls, which were not my concern, however, because of his tiff with my renter, he refused to supply me with a receipt for the ceiling paint. I can not write it off on my taxes. When I called him about it, he informed me that he does not have a license nor does he have insurance.
He says he does not need them because he does not do any jobs over a certain amount, and he started calling me names on texts to me. He still does not want to give me a receipt, so I am out some money because of his tiff with my renter concerning the lousy job he did on her walls.
