Charged $210 for order that was never delivered

We ordered a pair of $210 swimtrunks while at the Miami Beach store Basico, to be shipped to our home since the size we needed was not available in store. The payment was taken immediately but the trunks never got here. The store owner Francesco Cianci promised to make calls to the manufacturer, and months passed with no trunks. I called several times and he wouldn't pick up. I left voicemails, wrote emails, and finally was able to reach him by calling from a different phone. He claimed to have been out of the country, asked for credit card details for the refund, I sent those, and again no refund. I am so disappointed. I have now put in a complaint with the Better Business Bureau, because it's been 8 months of back and forth.
