US Bank check cashing policy

I have a US Bank account, I don't always carry my card with me, the other day on my way home I stopped at US Bank to cash a small check issued to me the same day by a friend, the check was drawn on a US Bank.Arriving at the Bank I handed the teller the check and she told me there would be a 5 dollar charge unless I had a US Bank account, I told her I did but I didn't think that I needed a US Bank account since the check was drawn on a US Bank, all I needed was to prove I was the person that the check was written to.
The teller informed me that Bank Policy requires that you do in fact need a US Bank account to not be charged this fee. Not to long ago I was issued a check drawn on Bank of America, I went to Bank of America they had the same 5 dollar charge if you don't have an account with them but, since the check was drawn on Bank of America and I had a proper license ID the had no trouble cashing. I might be changing Banks. To those who think that I am being paranoid about my episode with US Bank, maybe I am but, I Luckily Still have some rights to be able choose with whom I deal with.
I feel that this is just another way to get more money out of the customer, Bank of America seems to be able to still stay in business, and give none account holding customers good service.
