I recieved a jacket, gift reciept also, for christmas.After realizing that the jacket did not fit I took it to the closest store 2 hours away.
When I arrived at the store I found that they did not have the same jacket in my size. I was told the best thing they could do was a return of the jacket, at the price they are now not the price that was paid, and I could purchase something else. Long story short the price the jacket was purchased for was $44 and the earings that they exchanged them for was $13.

If a $44 jacket is $13 when you tried to return it, that means it's a clearance item. $13 is about 70% off of $44.
So what really happened here is, the original price of the jacket, the price on the tag was $44. You thought you'd get that much back, but in reality the person who bought the jacket for you bought it on clearance for $13. That is why you only got $13 dollars back. The gift receipt showed the associate that.
Plus why would drive 2 hours away without calling ahead first to see if they actually had the item? You wasted your own time there.
You can blame Kohl's if you want, but you should be more concerned that whoever gave you the jacket wanted to spend as little money as possible on your birthday present. They must not like you as much as you think.
