I strongly recommend using:
- firefox's scrapbook extension to save entire web pages for evidence (listings, payments, messages.)
- voice recorder for calls to eBay (repeat ticket / reference numbers)
- use www.toolhaus.org to research buyers / sellers
eBay are highly likely to purge your complaint information, they will purge your compliant complaints on the community forums, they will lock your threads on linkedin forums. so be ready, record the violations and censorship, be civilized.
As of Jan 2013 there are very nasty policies arriving that will allow much more seller fraud. Don't trust feedback ratings nor DSR as they can be purged of negs for a price. Reporting items will no longer matter. eBay has let slip items will need to be reported by many people in order to be even reviewed. Facts be damned, bean counters are running the show.
Band together and fight back.

TrustE and Squaretrade, eBay profits from them and they are run by sellers to consumer advocates
.Better Business Bureau sells A+ Ratings to members, they are a scam as well

If you report bad sellers and their items and you follow up by viewing their listings. Do not be fooled if the bad seller shows as having no listings. This is a decoy, eBay will protect the fraudster by giving you a false sense of success. Check the sellers feedback it will show the fraudster is still selling. In order to see the fraudsters listings, copy the store's URL, log out of eBay and then paste in that URL and you a re likely to find fraudster still has listings. If it still does not show listings eBay is detecting your cookies, browser ID, IP#. Use TOR proxy suite to check the store as if you were anonymous. The listings will then show up.
