Delta Airlines - Delta refusing refund on Funeral ticket overcharges

I have been trying to resolve this issue with Delta Airlines, ever since June, 28, 2011. Below, I have attached the dates and times I was promised re-payment. I purchased two airline tickets to fly from Florida to Michigan for my sister-in-laws funeral. My Brother Tom’s wife Shirley had massive brain aneurysms while waiting in the emergency room at the hospital. After emergency surgery she went into a coma, with a slight chance of coming out of the coma. My brothers decide to place her on life support in hope that she may come out her coma. After a week my brother reluctantly removed her from life support and she pasted away. My brother contacted the funeral home and a date was set for the funeral. He called me with the date and I then contacted a booking service I’ve used in the past called Cheap Tickets. They made all my flight arraignments, including a car and hotel. I called my brother back after making my arrangements with Cheap Tickets to confirm the funeral dates, and he informed me that the funeral home had just changed the funeral date by one day. I called Cheap Tickets back immediately and requested to change the departure date by one day on the tickets. The representatives of Cheap Tickets contacted Delta Airlines Customer Service and told them of the changes to the departure date, but didn't inform them that it was for a funeral. While waiting on the phone the representative informed me on the additional charges to both tickets would be $210.00 per ticket. I accepted, since I had no other choice. Before hanging up with the Cheap Tickets representative, I asked if they had mentioned to the Delta representative that this was for the funeral and they said no. I suggested to them that Delta Airlines might be a little more lenient on the extra charges, if they knew it was for a funeral. The Cheap Tickets representative transferred me directly to a Delta Airlines customer service representative while still on the phone. After explaining the circumstances with the funeral home changing the date, they were more than happy to help me straighten the situation out. They said it would only be an additional charge of $80.00 per ticket, instead of the $210.00 per ticket. But, it would be a separate charge of $80.00 per ticket and that they would refund the earlier charge of $210.00 per ticket to the credit I used within eight weeks. All of this took place with-in 37 minute on the phone for the transactions to be changed by Delta. This is indicated in the two different confirmed e-mail notices from Delta, which I have placed in Bold Lettering below. Also, below is their e-mail response promising when each amount of my refund was going to be processed. The only refund amount I have received was for the second response for $10.00, which was directly transferred to my credit card account on December 3, 2012!.

The first response for promising to process my refund on September 16, 2012; (We processed a refund in the amount of $200!.00 on September 16, 2012 per ticket)/. The second response for promising to process my refund on November 26, 2012; (We processed a refund in the amount of $10|.00 on November 26, 2012 per ticket)/.
The third response for promising to process my refund on December 4, 2012; (We processed a refund in the amount of $80;.00 on December 4, 2012 per ticket).
