Have you tried to work something out with the store? The store requires the $250 to assure that a sale is final, since turnover is probably critical to profitability. If you offered to find an acceptable new home for the puppy you felt didn't fit into your household, maybe the store would refund some of that $250. Also, if you asked nicely, maybe they would offset some of your fee with store credit. They don't have anything to gain by having a potential longterm customer angry and venting in cyberspace.
I understand the policy, it protects the store and the puppy, and; technically, should protect customers from making impulsive decisions. I would like to point out, also, that the employee may have given you accurate information. If the puppy was a female or appeared small for its age, it might be very reasonable to assume a size on the lower end of the scale.
I feel compelled to reemphasize an earlier point. This is a longterm relationship you are entering, the personality and characteristics of the dog are what are important, size should be very low on the list. A dog with a passive, people-oriented personality would enjoy staying with you in the house anyway. A hyper dog (of any breed) will need lots of excercise, stimulation, and room to roam.
I am home all day and my two LARGE dogs are quite content to keep me company or play in the house. Dogs left at home all day need either a mellow personality or some outdoor space to romp and entertain themselves.
If this dog would not meet your needs in other ways (for instance, you work all day, or have a small space), then this experience, while expensive, has done you a favor.
